Preferred Alternative Map Finalized - Update December 16, 2025
At the December 15, 2025 City Council meeting, Council voted to endorse the map as the Preferred Alternative for the Comprehensive Plan Update. Note: The Preferred Alternative map will not become the official zoning map for the city until City Council votes to approve the full updated Comprehensive Plan, anticipated Summer 2026.

Your neighborhood association, VFLNA, is working hard to make the City of Vancouver aware of the unique qualities of The Village at Fisher's Landing. We have made substantial progress, however, the current status is not aligned with the full plan we presented to the city. We had representatives at all meetings, submitted the survey summaries, met with the city planners in person and monitored all the changes throughout this process.
Below is the map that was presented and finalized at the Vancouver City Council meeting December 15, 2025. The Preferred Option Final version now has all of The Village at Fisher's Landing as "yellow", which is defined as a "low-scale" neighborhood with one exception: the westside of 165th is designated medium-scale. While the City newsletter notes that further public input will occur in 2026, the map itself is finalized.

This is only one of the ways VFLNA is working to maintain our neighborhood and property values. VFLNA needs your support financially, and your participation on committees and Board positions to continue the liaison work with the City. Because of term limits, several positions are now open. A strong City recognized neighborhood association is key to making a positive difference for all of us. What We’re Asking:
- Designate the Village, including all the lots on 165th Ave., as Low-Scale, consistent with the first draft of "Preferred Alternative” map.
- Focus growth closer to the Transit Center and Vancouver Innovation Center--not by exposing the heart of our neighborhood.
- Protect our neighborhood from from the traffic noise of SE 164th Ave arterial by preserving the sound wall.
- Respect the consistent, constructive public engagement we’ve brought to this process.
Important to Know: This new zoning does not override our CC&Rs.
- CC&Rs are recorded legal documents tied to the property deed. They “run with the land,” meaning they apply to all current and future owners in the community. They establish community standards, such as architectural guidelines, landscaping requirements, or restrictions on certain activities, to preserve property values and neighborhood aesthetics. They were created by the developer, binding on all homeowners and enforceable. You can review our CC&Rs by clicking on CC&R at the top of the page and reviewing them on this website.
